I started out with a grey background and found this clipart picture of a cat and cut it in half to get the split cat effect. I used Courier New for the text, and to achieve the text/border effect I used the Greens option under the GIMP’s gradient tool.

I also had fun making this animated GIF out of it using Filters>Animation>Burn In:
